Drzava skrbi za fizicno vzgojo ljudstva, posebno mladine,
V svrho dviganja narodnega zdravja, narodne, delovne in

Ravna cedalje bolj popustljivo, dopusca se vsa svoboda.
Oblast je pri nas ljudska.
